Leaked Police Document Unveils New Salary-Deduction Scheme for Motorcycles, Tricycles and Mini Buses

An internal document from the Nigeria Police Force (NPF) has revealed a new welfare arrangement under which police officers nationwide can acquire motorcycles, tricycles and mini buses through long-term salary deductions.

The scheme, brokered between the Nigeria Police Cooperative Multi-Purpose Society Ltd and Winview Microfinance Bank Ltd, was detailed in a wireless message dated November 11, 2025 and circulated to top police formations across the country, including FCIID, DFA, DOPS, DLS, AIG Zones 1–17, PMF units, state commands, police colleges and specialised departments.

According to the document obtained by SaharaReporters, officers are being enrolled in repayment plans stretching up to 80 months, with all deductions handled directly through the Integrated Payroll and Personnel Information System (IPPIS).

The memo introduced Winview Microfinance Bank as the supplier of the welfare items and listed the prices and deduction plans as follows:

  • NPF Bajaj Boxer Motorcycles – ₦2,090,207.92, repayable over 42 months at ₦49,768.05 per month.
  • TVS Tricycles – ₦4,717,103.63, repayable over 80 months at ₦58,963.80 monthly.
  • Suzuki Mini Buses – ₦5,877,323.67, repayable over 80 months at ₦73,466.55 monthly.

Each product comes with a one-year warranty, and forms for enrollment will be made available free of charge at cooperative shops nationwide. Officers seeking clarification were directed to call the number provided in the signal.

The wireless message, marked CB:4780/COOP/VOL.2/60, emphasised that the initiative aligns with the welfare programme of the Inspector-General of Police (IGP).

This development follows a July report in which the Police Cooperative announced another welfare plan involving the sale of electric motorcycles to officers through a loan scheme.

In that memo, marked CB:4780/COOP/VOL.2/48, the Cooperative introduced Spiro Electric Bikes, supplied by Joafol Communications, with the units priced at ₦1,900,000 and repayable at ₦45,000 monthly for 43 months. The bikes can reportedly cover up to 80 km on a full charge.

Similarly, in March 2025, the force also introduced Bulk Stalker Engineering Limited to officers as part of the IGP’s welfare programme. The company was presented as a supplier of tricycle trucks, trike taxis, ambulances and other utility trikes costing ₦5.5 million, with monthly deductions of ₦90,000 over 60 months—all processed through IPPIS.

The multiple welfare initiatives reflect an expanding policy within the Police Cooperative aimed at boosting officers’ access to mobility and livelihood-enhancing assets, though concerns continue to grow over the burden of long-term deductions on already strained police salaries.
