The Executive Vice Chairman, Ibadan School of Government and Public Policy, Prof Tunji Olaopa, has said that over 30 per cent of Nigerian civil servants do not own the certificates they parade.

He also blamed the non-performance of the public service in Nigeria on civil servants, who have either turned themselves to contractors or politicians.

Olaopa spoke during the celebration of the 30th memorial anniversary and 98th posthumous birthday of the first Secretary to the Government and Head of Civil Service of the Mid-West, Joseph Imoukhuede, in Edo State.

Late Imoukhuede pioneered the setting up of the civil service structure for the Mid-West region at its creation in 1963.

He said, “In my research during my PhD, I discovered that large numbers of civil servants are contractors or politicians.

“You can’t be a civil servant and at the same time be a contractor. You cannot be a politician and a civil servant. If you want to be a contractor, you go to the private sector.

“For the civil service to work, we must put in place a new human resources architecture that will attract those who are eminently qualified.

“In my discussion with civil servants, I discovered that over 30 per cent of them do not own the certificate they parade.

“Even when I was a clerk in the civil service, I write better than those who claimed to have Master’s degree.

“The public service must upgrade into a profession that attracts real public spirited officers.”
