A recent reflection shared by legal practitioner, Ekene Aninze Esq., has reignited public discussion around the 2023 naira redesign policy introduced under the administration of former President Muhammadu Buhari and the Central Bank leadership of Godwin Emefiele.

The policy, which involved the redesign and replacement of existing naira notes, required Nigerians to exchange old currency within a limited timeframe or risk losing access to their cash holdings. The move, implemented in the months leading up to the 2023 general elections, triggered widespread cash shortages across the country.

According to the commentary, the policy had severe economic and social consequences, including disruptions to small businesses, reduced consumer spending, and heightened financial pressure on households as access to cash became increasingly limited.

The situation escalated into a constitutional dispute, culminating in the Supreme Court case of Attorney General of Kaduna State & Others v. Attorney General of the Federation & Others (2023), a landmark ruling in which several state governments challenged the legality and implementation of the currency swap policy.

Despite the court’s intervention, the controversy persisted, with debates over compliance and enforcement of the ruling adding further tension to an already strained economic environment.

In his reflection, Aninze also noted the current legal challenges facing former CBN Governor Godwin Emefiele, who is presently standing trial over allegations linked to his time in office. He further referenced the late former President Muhammadu Buhari, stating that time has reshaped public perception of leadership decisions made during the period.
