Tension in Enugu APC as Ugochukwu Agballah Faction Rejects Dissolution, Alleges Plot to Reward ‘Disloyal Members’

The All Progressives Congress (APC) in Enugu State has strongly rejected the purported dissolution of its duly elected State Executive Committee by the National Working Committee (NWC), describing the move as unlawful, unconstitutional, and void.

In an official statement issued on Saturday, October 11, 2025, and jointly signed by State Chairman Hon. Ugochukwu H. Agballah, members of the State Executive Committee, and all 17 Local Government Chairmen of the party, the Enugu APC accused the NWC of acting ultra vires — beyond its constitutional powers — by dissolving a democratically elected state executive without due process.

The statement was in reaction to a resolution allegedly passed by the NWC during its 179th meeting held on October 9, 2025, at the party’s national secretariat in Abuja, which announced the dissolution of the Enugu State Executive Committee and the appointment of a seven-member caretaker committee headed by Mr. Ben Nwoye.

According to the Enugu APC leadership, the NWC has no constitutional authority to dissolve any state executive committee, insisting that such powers rest solely with the National Executive Committee (NEC) after due recommendations by the zonal organ.

The purported dissolution by the NWC amounts to a gross overreach, and is unlawful, unconstitutional, and void ab initio,” the statement said. “The Enugu State Chapter of the APC was never informed of any constitutional breach or misconduct that could justify such action.”

The party cited Articles 21.1, 21.2, and 21.3 (VI)(D) of the APC Constitution (2022 as amended), which, it said, clearly outline the proper disciplinary procedures for party organs.

The statement further alleged that nearly all members of the newly appointed caretaker committee are suspended or non-members of the APC.

Of all persons listed as members of the purported caretaker committee, only one is a registered member of the APC. The rest were constitutionally suspended for anti-party activities during the 2023 general elections,” the statement alleged.

It also accused the committee’s chairman, Mr. Ben Nwoye, of no longer being a member of the APC, claiming that he publicly resigned from the party on April 17, 2025, and has not re-registered in any ward within Enugu State.

Appointing a non-member as chairman of a caretaker committee is an act of political absurdity and a deliberate subversion of the party’s constitution,” the statement added.

The Agballah-led executive highlighted the achievements of the current leadership, asserting that APC’s presence now spans all 260 wards in the state, attracting large numbers of defectors from the Labour Party and PDP.

Under our leadership, APC has become a viable opposition in Enugu State, maintaining issue-based criticism of Governor Peter Mbah’s anti-people policies,” it said. “We have built a stronger, united, and more credible APC that commands respect across the state.”

The party also claimed that since 2021, it has financed all its operations independently without a single kobo of financial assistance from the national secretariat.

The Enugu APC directed all ward, local government, and zonal executives to ignore the purported dissolution and continue performing their constitutional duties.

We direct all organs of the APC in Enugu State to remain in their offices and continue discharging their constitutional responsibilities. Members are advised to disregard any caretaker arrangement as those behind it lack the authority to issue such directives,” the statement warned.

The leadership vowed to challenge the NWC’s action through all available constitutional channels within the party, adding that it will “defend the integrity of the APC Constitution and uphold internal democracy.”

Despite rejecting the NWC’s decision, the Enugu State APC reaffirmed its loyalty to the party’s National Chairman, the National Executive Committee, and President Asiwaju Bola Ahmed Tinubu, GCFR, describing him as “the leader of our great party and the symbol of progressive governance.”
